Marinade:
In a bowl, combine soy sauce, brown sugar, minced garlic, and black pepper.

Add the thinly sliced beef, ensuring each piece is well-coated in the marinade. Allow the beef to marinate for at least 30 minutes.

In a large pot, heat the cooking oil over medium heat.

Pour in the beef broth and add bay leaves. Bring to a boil, then reduce heat to simmer and cover.
