Instructions
In a medium saucepan, combine ham, black pepper, garlic, and 1 1/2 quarts water.

Bring to a boil, reduce heat, and simmer for 15 minutes.
Add onion and celery; continuing cooking until vegetables are tender, about 5 minutes.
